Brazil's Beatriz Haddad Maia claimed her second title in seven days after Zhang Shuai retired with an injury at the Birmingham Classic.
Haddad Maia led 5-4 when China's Zhang indicated she could not continue.
Both had come through tough semi-final matches earlier on Sunday after rain disrupted the previous day's play.
Elsewhere, Britain's Katie Swan scored a fine win over former US Open champion Sloane Stephens in the Bad Homburg Open first round.
World number 217 Swan came through qualifying and beat the 48th-ranked American 2-6 6-4 6-2.
However, the pair will be partners for the women's doubles event in Germany.
At Eastbourne, fellow Briton Katie Boulter won her opener against Czech Tereza Martincova 7-5 7-6 (7-5).
Haddad Maia, 26, has now won her last 10 grass court matches, having lifted the trophy at the Nottingham Open on 12 June.
She had earlier come through an thrilling encounter against 2019 Wimbledon champion Simona Halep 6-3 2-6 6-4.
Meanwhile Zhang reached the final by fighting back from a set down to beat Romania's Sorana Cirstea 4-6 6-1 7-6 (7-5).
Zhang started strongly against Haddad Maia but called the trainer for treatment on her neck and ultimately decided to end the match.
"It was really tough to play after two-and-a-half-hour singles and also I played already seven matches this week," Zhang, who also competed in the doubles alongside Elise Mertens, said.
"I'm really tired. My body is not working any more. Sorry."
Haddad Maia is set to compete at Eastbourne, the final WTA tournament in the UK before Wimbledon begins on 27 June.
Elsewhere, Ons Jabeur won her third WTA title after Belinda Bencic retired with an ankle injury at the German Open.
Tunisia's Jabeur led 6-3 2-1 when Switzerland's Bencic ended the match.
Jabeur will partner Serena Williams in the women's doubles at Eastbourne this week as the American great makes her return to the WTA Tour after a year out.
